Board chair David M. Mincberg is a native of Houston, Texas, and serves as Chairman and CEO of Flagship Properties Corporation.  Since 1977, David has been directly involved in the development and construction of over 30,000 multi -family units.  Additionally, Flagship and David invest in a variety of different investments, ranging from subdivision development(s) to a start-up deregulated energy provider.  David also serves as President of Flagship Mezzanine Funding, LP, a company that provides mezzanine and equity financing in commercial real estate transactions.  Prior to entering the real estate investment business, David practiced general business law with an emphasis on business structure and organization.

David has been active in many civic endeavors.  In 2006-2007 he served the City of Houston as the Mayor's Special Assistant for Multi-Family Housing Policy.  In this "Dollar-a-Year" position, he coordinated the three housing agencies of the City of Houston with an emphasis on increasing the affordable housing stock in Houston.  He was also responsible for passing City of Houston legislation commonly known as the Apartment Crime Ordinance, increasing safety and regulation at the 400,000+ multifamily units in Houston.

In July, 2009 David was appointed a Commissioner of the Houston Housing Authority, the fourth largest housing authority in the country.  At the September, 2009 Board meeting David was elected Chair of the Houston Housing Authority.
