The Office of External Affairs increases awareness of the agency's mission, programs, and successes to enhance its image among internal and external audiences. The department handles media inquiries, updates the website and produces the agencies' marketing tools, such as the annual report, videos, newsletters and brochures.

The Finance Department manages all fiscal matters, including operating budgets, audits, and internal controls and investment management.

The Office of General Counsel provides legal guidance and representation and administers the agency loss-prevention program.

The Housing Operations Department manages operations of agency assets and provides maintenance, resident services and public safety at public housing communities.

The Office of Human Resources Training & Development manages all personnel functions, including recruitment, orientation, employee benefits and compensation, as well as organizational development and training. The Human Resources team facilitates employee relations, employee policy development, implementation and interpretation, Affirmative Action and EEO, as well as measurement of staff utilization. The department seeks to promote professional development by providing employees access to the resources necessary for them to excel in their workplace performance, as well as promoting a safe and professional workplace environment.

The Information Technology Department is responsible for maintaining electronic equipment, networks, telephone systems, computer hardware, software training and applications for the agency's central office and 20 remote sites. The IT Department is committed to providing quality customer service and positioning the Housing Authority to becoming cutting edge leader of technology by maintaining and safekeeping the data integrity for the agency.

The Procurement Office procures goods and services necessary for operations and oversees bid solicitations and requests for proposals.

The Real Estate Investments & Development Department manages acquisition, construction and rehabilitation of the real estate developments and oversees homeownership programs and accommodation requests for persons with disabilities.

Houston Housing Resource, Inc. (HHR), the agency's 501(c)(3) nonprofit support organization, is housed within this department. HHR is creating innovative approaches to promote self-sufficiency, advocate affordable housing, and improve quality of life. HHR's goal is to provide education and services that lead to self-sufficiency. HHR believes a comprehensive set of services will lead to participant self-sufficiency as demonstrated by employment and homeownership.
