FY 2021 Annual PHA Plan Public Notice
November 16, 2020
The Houston Housing Authority (HHA) announces the
beginning of a public comment period on its fiscal year 2021 Annual
PHA Plan, FY 2021 Section 8 Admin. Plan, FY 2021 Admissions and
Continued Occupancy Policy, FY 2021 Reasonable Accommodation Plan
and FY 2021 Limited English Proficiency Policy,
etc.
During the public comment period, HHA
will conduct virtual public meetings regarding HHA's Proposed FY
2021 Annual PHA Plan, Proposed FY 2021 Section Eight Administrative
Plan, Proposed Admissions and Occupancy Plan, etc.
HHA's virtual sessions are scheduled to take place
during the following dates and times:

Intent to Participate in the Moving to Work
Demonstration Program
October 13, 2020 - The Houston
Housing Authority (HHA) intends to submit an application to the US
Department of Housing and Urban Development on January 8, 2021 to
participate in the Moving to Work ("MTW") Demonstration
Program. This notice provides important information on
opportunities for Public Housing residents and Housing Choice
Voucher (HCV) program participants to express their views and learn
more about HHA's planned participation in the MTW Program.
If awarded, the MTW demonstration will allow HHA to
pioneer innovative and tailored strategies to best serve Public
Housing residents and Housing Choice Voucher Program participants.
The benefits include:
● Expanding housing
options;
● Simplifying the rent
payment system;
● Empowering families
toward economic self-sufficiency; and
● Improving
cost-efficiency in HHA's administration of programs.
HHA is planning to hold two separate virtual sessions with
our Public Housing residents, Housing Choice Voucher (HCV)
participants, Project-Based Voucher (PBV) participants and program
stakeholders to help us develop a proposed income, rent and program
flexibility proposal to HUD. HHA's virtual meetings / calls
will take place with:

The Houston Housing Authority has
implemented a secure, web-based Applicant Portal tool in an effort
to better serve Public Housing and Housing Choice Voucher (Section
8) applicants currently on our program waiting lists. The portal
allows applicants to access and update their waiting list status

Change to Process for Public Housing
The Houston Housing Authority is no
longer accepting paper applications for public housing, at any of
its sites or offices. Interested persons are able to submit
applications only online, 24-hours a day. Click here for

Partner Portal & Direct Deposit
Our new Partner Portal
and Direct Deposit for Housing Assistance Payments
(HAP) is live now! Partner
Portal is your secure, web-based access to unit
account information available 24 hours per day, 7 days per week.
You can access your personal profile, payment detail information,
inspection results, family re-examinations and 1099s. Annual
charges for Partner Portal will be deducted from your HAP Payment
on December 1 each year.

Houston Housing Authority will no
longer issue paper checks. Your HAP payments will be deposited
directly into your bank account or via debit card. If you are
