Public Housing


The federally funded Low-Rent Public Housing Program provides quality, affordable rental housing for families, seniors, and persons with disabilities at developments that are owned and managed by the Housing Authority. The agency owns and manages approximately 4,000 rental units encompassed in 19 housing developments and more than 200 single-family homes across the city of Houston under this program.

Pursuant to program requirements, residents pay no more than 30 percent of their annual adjusted income for rent. Utility allowances are provided for all families that reside in developments where tenants are responsible for their own utilities.

Applying for Public Housing

If you live in the City of Houston, you must apply in person at the HHA office. Applications are accepted Mondays and Wednesdays from 8 a.m. to 4 p.m. and on Fridays from 8 a.m. to noon. The Public Housing office is located at:

Senior Communities Inquiries

Application Request

Applications are not available online, by fax or by mail if you live inside the Houston city limits.  If you live outside the city limits, you can request an application be mailed to you (request by phone, fax or email through the Contact Us page - Public Housing

We do not accept transfers from other Public Housing Authorities.

Wait List Information

Unfortunately, the Housing Authority lacks a sufficient housing supply to meet the demand for public housing units. The average waiting period for public housing is 18 months to 2 years for everyone under the age of 62. For 1-bedroom apartments, that wait time is typically longer than 2 years. For seniors, the average wait time is 6 to 9 months. You will be housed according to availability.

You have the right to accept or decline the public housing offer.  Clients who decline our offer will be withdrawn from the waiting list and will not be eligible to reapply until 1 year after the withdrawn date.
